Judge Harris has earned his positive reputation because he goes out of his way to provide truly exceptional service. He is dedicated to justice.

Qualified

Judge Harris is exceptionally well-qualified, with overwhelming support from the local bar and justice system professionals. He received his Juris Doctorate (cum laude) from Hamline University School of Law in 1993.  He is admitted to practice before the U.S. Supreme Court, the state courts of Minnesota, the Federal District of Minnesota, the U.S. Court of Appeals for the Eighth Circuit, the U.S. Court of Appeals for the Armed Forces, and the Navy-Marine Corps Court of Criminal Appeals.

Experienced

Judge Harris served in the U.S. Navy Judge Advocate General’s Corps from 1993-2000.  He was an honors graduate of the Naval Justice School and winner of the school’s trial advocacy competition.  He was then assigned to Everett and Bremerton, Washington, from 1994-1997, serving as both a defense attorney and a prosecutor, where he handled more than fifty courts-martial and forty administrative discharge boards.  From 1997-2000, Mr. Harris worked as appellate counsel at the Navy-Marine Corps Appellate Review Activity in Washington, D.C.  In that role, he filed briefs in over one hundred cases, and argued twenty-five cases before military appellate courts.  After leaving active duty in 2000, Judge Harris continued his military service in the Navy Reserve, serving tours as an executive officer, a commanding officer,  and as a judge on the Navy-Marine Corps Court of Criminal Appeals.  He retired from the Navy in 2016.

In 2000, Judge Harris entered private practice with the law firm of Hanft Fride, P.A. in Duluth, where he focused on civil litigation and employment law.  From December 2001 to October 2004, he served as Chief Deputy Court Administrator for St. Louis County, Minnesota.  From October 2004 to March 2010, he worked as an Assistant St. Louis County Attorney in Duluth, where he practiced state and federal civil litigation, and served as staff counsel for the Sheriff and Arrowhead Regional Corrections.  In that role, he argued cases before the Minnesota Court of Appeals, Minnesota Supreme Court, and U.S. Court of Appeals for the Eighth Circuit.  In 2010, Governor Pawlenty appointed Judge Harris to the District Court bench in Duluth.  He was elected in 2012.

Principled

Our justice system needs judges, not politicians.  In today's polarized political climate, protecting the sanctity of the rule of law is more important than ever.  Judge Harris understands the role of the judiciary and faithfully applies the law without regard to any political ideology.

 

Personal

Judge Harris resides in Hermantown with his wife, Barbara and 3 of their 4 children, Andrew, Josephine and Zachary. Oldest son Kevin is a Midshipman at the United States Naval Academy in Annapolis, MD.
